There are 13k bus services (excl. rail replacement) per weekday in Tamaki Makaurau. A 1 zone cash fare is $4. Let's say the discounted fare for 1 zone is $2 (I don't know - I couldn't find it on AT's website). If one person doesn't pay on each of those services, that's $26k per day of lost revenue.

Were I confronted with this order as a public servant, I would simply and honestly re-frame any policies beneficial to Māori as based on need and keep going, because you know, they are. Make them say the quiet part out loud, (no addressing racial inequality) and then leak it to press when they do.
