NYT frame it as rural areas being the political underdog, while the power rests in the cities. The reality is that the federal gov which is currently rolling its muscles is the expression of the political will of rural areas, and they employ this violence against cities.
Stage 5 pundit-brain is watching an innocent woman being killed by agents of the state and going, "hmm this says a lot about the urban-rural divide in America."
