Normalcy bias is dangerous
The fact finding should go all the way back to who decides to build in a canyon-like floodway at all.
It’s very strange to read local officials say “we’re used to flooding” and “it’s just like the 1987 flood” and reconcile it with the fact that cabins, houses, and RVs are allowed in those places!

Just imagine what might have been if Carter had won a second term, and how our current climate might have been different.
In 1979 Carter put solar panels on the White House. He said: "A generation from now, this solar heater can either be a curiosity, a museum piece, an example of a road not taken, or it can be just a small part of one of the greatest & most exciting adventures ever undertaken by the American people"
