Update. Looks like FBI and DOJ will investigate after all. That’s a good development. Public pressure works. Of course it remains to be seen whether the investigation is fair and transparent.
An investigation by DHS is not a criminal civil rights investigation. Only FBI has jurisdiction for that. This seems like a misleading and hollow gesture to appease critics

I have never seen a case where state law enforcement had to file a lawsuit to obtain evidence of a police shooting within its jurisdiction. Until now.
