Buttigieg understands how to do this. If people don't care about their neighbors, you can't change their hearts (at least not in the short term.) But you can make them understand how this affects entire communities. MEDICAID DOLLARS DON'T GO TO PEOPLE. THEY GO TO HOSPITALS, DOCTORS, NURSING HOMES.
