ICE was caught arresting a nonverbal autistic.
As a highly verbal autistic person I think this is perhaps the worst human rights abuse. He probably doesn't understand what ICE is or maybe even what racism is.
He was likely not complying because he knew that he did nothing wrong and couldn't speak.
