The report said such programs “effectively [employ] a racial quota by limiting institutional eligibility to schools with a certain racial composition” and should no longer be funded. The report also deemed it unconstitutional that two scholarship providers, the United Negro College Fund and the Hispanic Scholarship Fund, both of which award scholarships to students of a specific race, are given access to Free Application for Federal Student Aid data.

This makes facially neutral policies--like poll taxes and literacy tests--that we know were adopted for discriminatory purposes legal. Organizations can now simply claim there was no discriminatory intent regardless of outcome. It's unconstrained institutionalized racism.

Line graph of the ny times mentions of Princeton, Yale, Harvard, and the literal words "community college" which shows that each of those institutions was talked about more than all community colleges. Data goes from 1860 to 2010. Community colleges are basically never mentioned until the 1960s and then plateau at around. 5% of total articles by 1980 (and that continues until 2010). Princeton, Yale, and Harvard start above 0 but before. 5% in the late 1800s but soon jump to vertebrae 1 and 2.5%, generally moving together until WWII when Harvard moves to being the most cited at 2 to 2.5% while Princeton and Yale continue to move together around 1.5 to 1%.
