That your favorite toy at infant school is a wood wand with a 16" thong attached and a rounded wood cone ca. 3" high.
If you set the cone pointed end down, wind the thong around the cone and unwind it quickly, the cone stays upright, spinning. If you whip it, it continues to spin for a long time.
