"Tort Reform" is tort limitation. A blanket legislative barrier to ppl seeking legal recourse. Not perfect but court rules, pretrial motions, trials are better ways of determining individualized injury than generalized legislation. Govts and business should be more accountable to citizens not less.
Urbanists don’t talk enough about the fact that, when you drill down, one of the biggest barriers to these types of plazas and public spaces in North America isn’t car dependency or our zoning laws, but our ridiculous tort laws.

Tort reform would help enable bolder public spaces.

Everyone knows about peer support for MH clients or the unhoused or for vets. This type of support lays bare the inherent harm of our carceral system as it operates as intended and I experienced when talking with my clients about pleas or sentencing involving a number of months in the triple digits.
