Yes, he believes this. His “I settled 8 wars” shows the autocrat’s mindset. Tell a lie, repeat it until it feels true, then demand the world conform to it. In his reality, truth isn’t discovered. It’s declared. Once he says it, it becomes real, and everyone else is expected to obey the fiction.
