I would think Maduro has head of state immunity from prosecution under international law (with exception for grave human rights violations, see, e.g., Pinochet)
Marco Rubio is reportedly saying Maduro will stand trial in US courts.

Which means it’s now the US administration’s position that US courts can hold foreign presidents, but not the US president, accountable for crimes.

Respectfully (Garrett is smarter than me), nobody citing the Manhattan Project is responding to Miller. He said "sixty years" for a reason: 1965 was when Hart-Celler scrapped the strict quota system that prioritized white European immigration and banned most non-white immigration.

Though Trump’s pardons can’t extend to state crimes, I think it’s worth pointing out the message being conveyed:
