Yes this exactly! I would further stress that if you are willing and able to put the time and work in to write and do layout you can publish digitally for effectively a zero dollar per game budget. I’ve done it. Physical production and distribution change that…
Then figure out how much money you actually have that you can burn, and decide how you want to spend that. I recommend PDFs on itch.io & payhip, then the most DIY print-run of 10-50 copies at your local print shop & your closest gaming convention, then the Affinity design suite when it's on sale.
