Does anyone actually believe in unitary executive theory? Anyone at all? Because every judge, lawyer, or commentator I’ve seen advocate for unitary executive theory has a long record of asserting it when they agree with the president and dropping it otherwise.

This strikes me as straight pandering. A regulated profit margin is the cost to attract necessary capital. Can the state of CA raise capital at this scale more cheaply without diluting revenue or credit rating? Do we really want to take even more public risk vs paying others to take the risk?
PG&E wants to increase our rates yet again to increase their shareholder profits. This comes after they already made record breaking profits in 2024. It’s time for the state to take them over and get our rates down!
