In context, ceilings are artificial limits (flight ceilings etc.) rather than protective devices, shelter, etc. If you stretch it to shelter, it falls apart, as ceilings aren’t roofs.

Simpler to just charge the rural areas their true cost of distribution. Urban areas shouldn’t be subsidizing the independence fantasy of living out in the sticks.

Plopping random unplanned loads out on the extremities of the distribution network isn’t free. Who
pays for this extra expense to feed worthless midday power into the grid but then feed pricy power back in the evening?
