In context, ceilings are artificial limits (flight ceilings etc.) rather than protective devices, shelter, etc. If you stretch it to shelter, it falls apart, as ceilings aren’t roofs.

It isn’t “no roof”. Ceilings, in the literal sense, don’t protect you from much of anything.

Simpler to just charge the rural areas their true cost of distribution. Urban areas shouldn’t be subsidizing the independence fantasy of living out in the sticks.
