It is much much dumber than we thought.

The "Tariffs charged to the U.S.A" is a made up number that simply consists of the trade deficit with that country divided by U.S. imports.

Iraq: 78% = $5.4B/$6.9B
Liechtenstein: 73% = $155.4M/$218.1M
Cambodia: 97% = $11.4B/$11.7B
Trump making up imaginary numbers by adding "including currency manipulation and trade barriers" to the "Tariffs charged to the U.S.A." column.

I'm certain the stated 39% tariff rate includes VAT which neither Trump or his admin understand.
