The city facing a budget crisis is going to spend $200M to create a park with zip lining and water features instead of building housing.

I'm sure the park will be lovely, but this is maddening.

The industrial area to the east of the park should be rezoned MX to make this begin to make sense.

"We don't control the market" is such a lazy response from a mayor. You have tools at your disposal to lower development costs. Also, the housing crisis didn't appear overnight.
