Re-reading the Danish intelligence report from February 2025, which, I think, is the least conservative assessment of Russian reconstitution timelines & capability among all the published views from European intelligence services in the past year.

The RNoAF divested themselves of Bodø Air Base in 2021, now they're contemplating going back. Possibly the future selection of somewhere in the Nordics to put a NATO Combined Air Operations Centre (CAOC) also plays into the decision. www.nrk.no/nordland/la-...

Deterrence is in the mind of the deterred. Since Hamas was planning and waiting for timing, they never were deterred, only inactive in service of their goals. I'm putting this a little differently than you did, but I think it's important when "deterrence" is so overused.
