Calling up one state's National Guard to deploy in another state against latter's express wishes raises issues - constitutional, legal, political, and historical - that federalizing a state's own National Guard does not. And are distinct from deploying other state NGs into federally-controlled DC.
We're going to get an original jurisdiction case at SCOTUS between Illinois (or Oregon) and Texas, aren't we.
