The Oreshnik missiles are too close to hit Kyiv - there is a minimum flight time/distance needed. They can however hit anywhere in Europe.

What Putin has just done is show everyone that all he needs to do to render a US security guarantee worthless is to claim, with no evidence, that Ukraine attacked a non-military Russian target. This works because Trump will always choose to take Putin's word for things.
