So it appears that despite being on a fixed tarrif, this havenwise trial is just cranking the heat right up offpeak then just turning off at peak. Its wrecking my scop and we're too hot.

It's like saying that you are planning for a budget were things will necessarily go very wrong because you, project owner, are 100% sure that you will be unable to deploy any organizational or design measure to avoid costs to escalate out of control.

My 2 cents worth - filter dalmeny st like iona st and make Albert street/albion rd the east-west route because its signal controlled at leith walk end and on easter rd.
Leith is one of Scotland's (& the UK's) most densely populated neighbourhoods with loads of people walking, using a wheelchair, pushing a pram, or cycling down/across Easter Road.
