Where would the conflict be on a cycle only phase? The signal diagram i saw and the other junctions on the wall have cycle only phases

Yeah it's an extended Dutch junction, straight on across the tram tracks, then the cycle signals hold all traffic for a cycle only phase

It's like saying that you are planning for a budget were things will necessarily go very wrong because you, project owner, are 100% sure that you will be unable to deploy any organizational or design measure to avoid costs to escalate out of control.

Could you find out what's happened to the bollard there please? Been missing for months and a regular flow of traffic both ways through the no entry sign now
