I believe they are "independent contractors" that the DHS, DOD and FBI have hired and given uncheck authority. Paying with America's taxes for these unconstitutional arrests. Just like the hundreds of private detention centers, Adelanto Detention Center Adelanto CA is one. Hitler's NAZI in camo.
