In school zones, at zebras, with flashing yellow lights and kids waiting to cross, I saw multiple cars blow through and got honked at when I stopped.

We have tons of gutter paint lanes.
We do not have a double parking problem.
I suspect it is because we expect law enforcement to enforce laws.
And don't have areas that are short on parking.
