Even without disabilities or financial hardship most people can't leave the country. It's fucking hard to immigrate to most places. Leaving the country isn't really an option for anyone without unique circumstances. It's a dumb take for a variety of reasons.

Gentle reminder that most disabled people can NOT leave the United States. Countries don’t want to take in disabled, chronically ill and “high cost health users”. There are serious financial barriers to moving - leaving most people behind.
