Honestly the opposite is likely the occur. The bot farms will gladly pay a small fee to essentially dominate the site. Normal people will scoff and leave. A ghost website of only bots.
Should go without saying that the Musk "small monthly payment" idea has nothing to do with fighting bots or raising money.
He wants every Twitter account to be associated with a credit card or bank account so he can turn it into a bank and payments processor.
