A lot of people think basically all traffic laws are a fundamentally illegitimate pretext to harass and fine motorists at random, rather than regulations designed to prevent injury and death.
Striking that opponents of automated enforcement so often cite something easily fixed in policy design as a reason to reject the whole idea. For example fretting that local governments will use ATE as a money-printing machine when you can just stipulate the revenue go to specific purposes.

The problem is zoning. DC separated residential and commercial/office very aggressively. Downtown is still mostly resident-free, and even with workaholics, that means it’s tough to have a restaurant that does more than cater to breakfast/lunch or fancy business dinners
I am once again asking why Washington, DC does not have decent food options past 9 PM despite being a city full of workaholic sickos.

It has not done so because *most of Los Angeles’ elected officials do not actually want to build housing.*

As such, SB 79 *is* solving the problem at the most local level achievable.
