The Trump regimes logic seems to break the society into fragments by attacking public/private entities so that oligarchic interests can absorb the valuable pieces and take advantage of weakened and demoralized workers. Destroying the instruments of common good, make us all vulnerable individuals.

The attack on cancer research is motivated by Trump's desire to destroy what he thinks Biden most values. Like his attempt to destroy the ACA because of Obamaphilia, he knows curing cancer was a huge priority for Biden. Nothing else makes sense.
