There should be hard cap on the amount of money someone can have. If you have £200 million, you're not allowed to accumulate anymore until you spend some. Any money over that £200 million is tax.

If you're rich and need to dodge tax, then you're not as rich as you say you are. You're just cheating - like being top of the class but only because you were "smart" enough to sneak the textbook in. You're just screwing over the rest of the class/country who actually work hard
