The red states have been taker states for decades. People in blue states already pay for the bad policies and low taxes of red states in all sorts of things like bailouts, federal spending, disaster relief. Just look at Texas.
It's becoming difficult to hide that a major purpose of the Trump administration is siphoning tax revenues from Blue states and redirecting them into subsidies for Red states. At what point does this become intolerable?
Next move from OMB - canceling $8 billion in clean energy funds. You will note, all of the projects are in states led by Democrats

Never thought I’d see the day when Brooke Pinto took a stand for the people of DC over @cmzparker5.bsky.social, but yesterday was that day. ZP denied primaries to independents, and tried to kill I-83 by study. I’m angry that it didn’t even take him one whole term to turn into McDuffie lite.

And, restaurant workers aren't the only tipped workers.
Last point: While it's easy to trash the council for going back and forth on this, the tipped wage is a very complex issue. The restaurant industry is very diverse, so you have employers and employees on both sides of this. "Listen to the workers!" Umm, which ones?
