The US didn't lose manufacturing jobs overseas because they were better: they lost them because the American Oligarchy did not want to negotiate living wages with Unions. You can see this effect in the wealth transfer graphs top the 1%.
Thats why tarrifs won't work. Those jobs are never coming back.
