B. Navigable waters within the U.S. can be used for interstate commerce, and the federal government claims jurisdiction over them in other contexts. The tanker is engaged in commerce. The Commerce Clause prevents states, including their courts, from regulating interstate commerce. /1

I wish we had more of Florence Price's music. I've only heard recordings of her extant symphonies so far. The parts in the style of Dvorak are fine, but the parts that aren't are even better in my view - I really wanted to hear more of *that*.

4/A person can resign effective Sept. 30 or earlier if they want. They’ll be paid till their resignation is effective. But they still have to work. I suppose they might be given little to do. But that’s not the same as being given money beyond the salary you get while still on payroll. The key bit:

I recently made a comic complaining that NASA refuses to listen to my good ideas for improving the Solar System (xkcd.com/2750).

To my delight, NASA’s Science Mission Directorate has sent me an actual expert panel evaluation of my “flatten the planets” proposal! Sadly, they decided not to fund it.
