2. Refuse to allow standard business to continue unimpeded. Deny unanimous consent, delay votes, etc.

The SCOTUS piece is the one that irks me most because court reform was a genuine live issue at the start of Biden’s term. They forced it into a study group to ice everyone, and then did absolutely nothing on its recommendation. But now we get the bully pulpit for term limits and ethics reform.
