Playing more matches typically also allows teams to grow and develop. As an example, England played at least 12 matches last year while Spain (11, thanks to the RWC) Netherlands played 5, Portugal played 3, and Belgium played 4.

We included the rankings because that is a common argument that lower ranked teams shouldn't be included. In our opinion this is a "build it and they will come" situation. Investment will/should follow if teams are given the opportunity to compete.
