The unprecedented wave of state aid to firms across the EU during the COVID-19 pandemic raised questions about who benefited and how effective these interventions were. This column uses firm-level data from Spain and Italy – two of the countries worst affected by the pandemic – to evaluate the economic impact of aid. Targeted support for micro and small firms increased revenues and investment but had little impact on medium and large firms’ performance. Crisis support should focus on the most vulnerable businesses, and broad subsidies to large firms scrutinised.

DP20172 The Impact of Financial Support to Firms During Crises: The Case of Covid Aid in the EU
The Covid-19 pandemic caused a global economic crisis, leading governments to provide substantial State Aid to support firms. This paper examines the effectiveness of Covid-related financial support in Spain and Italy, focusing on its impact on firm recovery. Using a difference-in-differences (DiD) approach combined with propensity score weighting, it compares outcomes of similar firms receiving aid to those without. The results show significant benefits for micro-firms, including mitigated turnover declines and increased investments in both tangible and intangible assets. The findings highlight the critical role of government support in business survival and recovery, especially for SMEs, during the pandemic.

Temporary, targeted support for micro & small firms strengthens economic resilience. However, extending subsidies to large firms should be critically reassessed especially with the EU’s upcoming Clean Industrial Deal, as aid has limited effectiveness for them while risk of market distortions rises.
