This makes facially neutral policies--like poll taxes and literacy tests--that we know were adopted for discriminatory purposes legal. Organizations can now simply claim there was no discriminatory intent regardless of outcome. It's unconstrained institutionalized racism.

I agree. If they don't think the organization is sustainable under the current legal situation in the UK, then;
They can CHANGE THEIR LEGAL STATUS to not have a gender (erroneously defined as sex) requirement.
They can CEASE OPERATIONS and fold into other youth groups.
They choose neither.
