That’s when an institution that is violating civil rights gives the public just enough symbolic victories that accountability efforts lose steam before there has been any meaningful change.

I mean, a lot of this is quite directly a moral panic about social media apparently turning teenagers trans, if you dig into who's funding this push and what they're like.
Not the last word on teens and social media, but massively more rigorous than the sloppy work Jonathan Haidt has peddled. No one should ever listen to him on anything, let alone base legislation on his claims.

Pregnancy in the US: 22/100,000 (some states see rates >60/100K)

More people have died in ICE detention centers already in 2026 than will die from mifepristone all year. These politicians are extremely dangerous to women.

Anyone using the term "virtue signalling" is simply outing themselves as a person with no virtues. They can't imagine someone not pretending to give a shit. It describes them way more effectively than it describes anyone they're directing it at.

Otherwise known as “leading by example”
Virtue signaling is good and we should do a hell of a lot more of it. It's literally signaling the values of your society to other members of that society and young people don't just magically have values as some innate feature within them. They're given to them through osmosis by those they watch.
