This is obviously the incompetence and pettiness that are hallmarks of the Trump regime, but IF Venezuela doesn’t collapse, and IF real elections happen, it’s better for Machado to not be president now. What could be worse for your legitimacy than to be installed in office by foreign occupiers?

I think this is the underlings’ mindset, though I wouldn’t be surprised if Trump only signs pardons for people he’s happy with at the moment and there are a bunch of hacks who could be prosecuted if the next AG has a spine.
Bracketing if this example would actually fit the elements, the reason talk of future prosecutions offers so little deterrent is because everyone knows there will be mass, blanket pardons. Without some intention and theory of how to undo those as invalid, there will be no such accountability.
