In business school (I know, kill me) we learned about the persuasion knowledge model, which more or less means that the more experience a consumer has with ads, the more likely they are to resist them and even become hostile to the advertiser under the right circumstances once immersion is broken.

This is why domestic "shuffle" flights between ICE detention centers have skyrocketed, much moreso than ICE deportation flights.
When you are moved to a different jurisdiction, you have to refile your habeas petition all over again. They want to wear people down so they'll give up on their cases.
