This is yet another case of government funneling money into corporations instead of people. And it costs more and produces poorer results. Maybe the solution is to include community-proposed solutions in the RFI/RFP process. Otherwise it’s just incs versus incs.

Often experience? NO child whose parents, relatives, neighbors, etc are arrested, detained, deported or kidnapped emerges unscathed. And their friends, family, children and grandchildren don’t emerge unscathed. The effects and ripple effects are unimaginable.
