A month ago, city council voted to expand surveillance despite warnings that something like this would happen.

This was a funding decision by Eugene, they've had years to come up with stable funding for CAHOOTS (non-police response).

CAHOOTS was a massive success, a model program, cheap, & operated for 35 years.

SPD works with ICE. ICE just has to claim its for a "criminal" matter

The recent legislation expanding mass surveillance spelled this out: "While the City cooperates with federal immigration authorities in criminal matters, it does not do so in civil immigration matters except as required by law."
