Surveillance won't help us. We see this all the time from police cameras "malfunctioning" at convenient times for the police to police departments, & prosecutors, ignoring surveillance that exonerates people

This was a funding decision by Eugene, they've had years to come up with stable funding for CAHOOTS (non-police response).

CAHOOTS was a massive success, a model program, cheap, & operated for 35 years.
