I mention this because it may have been first disaster relief/welfare by US Govt. Most of the paperwork was on the govt's end. Each deed required an Act of Congress. Most assuredly fraud occured. But making people whole after a disaster was viewed as appropriate govt response in early 19th Century.
In 1811-12, eastern Mo Territory experienced Level 7 and smaller earthquakes that forever changed the landscape of Mississippi Valley
Mother Nature took lives, livelihoods, homes, farms. The fledgling Federal govt responded by deeding new land to those who had lost so much so they could start over.
