The plan gives Putin a clear victory:
- Ukraine ceding territory it now holds, after 4 years of fighting;
- Reducing Ukraine's military by over half, making it weak;
- No NATO enlargement, giving Putin a veto over NATO.

In this respect, it's not at all like NATO Art. 5 but rather like the monster loophole in Congress's allegedly "bone-crushing sanctions bill", in which imposing sanctions depends entirely on the president deciding that Russia has committed sanctionable acts.

The wording of this is interesting, too. Who are the non-NATO "European partners" to be consulted before the US president decides whether to act - Ireland? Switzerland? Seems unlikely. Given this part of the 28 point plan, Russia would qualify as a European partner.

The proposed security guarantee is clear that *only* the US president decides what action would be taken in the event that it's determined there's been a Russian breach. Ukraine, NATO and "European partners" are consulted, but they aren't given a decision-making role here.

The entire agreement is explained thusly:

On the one side you have the Russian state which is willing to wait 100 years and throw away a billion lives to gain Ukraine.

On the other side you have the Trumpian state which is willing to give up anything for a peace that lasts to the end of his term.

It (the G8 clause) suggests that this is less a peace plan and more a trip into Putin's psyche. It's also interesting because it gives more weight to the idea that Trump's fixation on letting Russia back into the G7/8 comes from repeated conversations about it with Putin.

US Embassy chief Julie Davis says peace talks between Ukraine and Russia are moving at an “aggressive pace,” calling it one of the most intense diplomatic pushes she’s seen in 30 years.

In reality, this “aggressive pace” looks a lot more like extortion and a sellout.
