If a state's means of maintaining order is solely by force, then it is doomed to being a restless entity that can never disengage. It will continue to escalate in the use of force until it can't.

I like to envision govt like a fist that's closing around something steaming. Democratic institutions mean the fist can open a bit, letting steam out. Authoritarian systems can keep all the steam in for a time, but eventually the pressure is too much and the hand shatters. Guess its a glass hand lol
