My operating assumption is that he tried to do a hasty coup in 2020 that failed, and so everything he does in his second term should be understood as laying the groundwork for a second coup to succeed.

Again, IBM did exactly this to help the Nazis automate the Holocaust. They had maintenance techs at the death camps. They funneled all the profits back to corporate HQ, even after the US entered the war. After the war, they collected the tabulators, which they had leased, not sold, to lease again.

If France is doing it, seeking to create volume (network effect), then others should either get onboard or if they don’t want a French option, then EU could easily fund open source EU versions of all major necessary tools, utilities, apps.
