There are most likely pedophiles who sought the highest levels of power to insulate their activities from consequences, and also powerful people who engaged in acts they knew were immoral because "getting away with it" made them feel powerful and telling the difference between the two is irrelevant.

A lot of car ads these days that just say flatly wrong things. Like there's one that says "There's only one thing Americans can't do- stop being American" which implies that an American could swim to the Moon or walk on the Sun, which is nonsense.
