Second post below seems to confirm or at least suggest what others have speculated:

Last week’s pause in new NSF awards & continuing grant increments was due to the sudden change to 15% indirect rates

(which is already now being challenged in court, as of yesterday)
Here's an updated look at new awards from NSF. Comparison is between April/May of 2024 vs. this year. You can see the pause from 4/15–4/22, as well as the freeze started on 4/30. (Other flat areas are from weekends)

NSF has two kinds of grants, standard (where all of the awarded $ is issued up front) and continuing (where the awarded $ is issued in yearly increments). It sounds like they're freezing any expenditures on awarded continuing grants and not making any new awards for now. Disastrous for US science. 🧪

NSF’s budget cuts will be worse than they could ever have expected, and that almost all broadening participation programs will be killed. NSF is moving everything to standard grants only, with remaining budgets to paying down the mortgage from each program. 1/5

🧪 Tip: You have the right to contest a grant termination, even though NSF says you don't. 🧵

On Friday, NSF terminated 402 grants (per Musk's DOGE).

The notification letters had one of the most egregious violations of fed regulations I've seen so far in these cases:

"not subject to appeal"
Here's a copy of an NSF grant termination notice that went out today. "NSF is issuing this termination to protect the interests of the government pursuant...on the basis that they no longer effectuate the program goals or agency priorities." Not subject to appeal. #HigherEd #AcademicSky
