Yes, all options should be considered.
Though, my thinking would be that FULL enrolment with anything less than or akin to BMQ/BMOQ would lessen the overall quality of “Line” Regular Force formations.
I’d prefer a better mind than mine to weigh in but, Territorials, eg. Ukraine. Sorta CAF Lite😏😉🇨🇦

In my concept, I would have a provision where if you perform well enough you could enroll into the CAF directly from the civil defence corps. We have a large land mass with a relatively small population, so nothing should be off the table. The Total Defence Concept is what I had in mind.

It is, I envisioned a 5yr paid contract with training and active duty in disaster relief to GSAR with training in NATO small arms, truck driving, fire fighting, equipment operators et. al. Afterwards they could either be on a call up list, or sign on for 3-5 more years.

Bit of an aside but, CTV did an interesting piece (Genevieve Beauchemin… I think) about Sweden’s Total Defence Concept.
Which is something we🍁 could use as a pseudo template.
The Swedish Armed Forces uses conscription but, we may be able to modify it for our all volunteer force.
