Polisci hivemind help me out: a few years ago, I remember reading a job market paper (?) by a junior scholar (?), which looked at "the other side of racial spillover", basically expanding Tesler to argue that US white racial liberals support more certain policies when these are associated with race.

Deeply unpopular opinion: Europe's "watching with concern" response is actually fine. If we want Europe to be engaged in power politics - as opposed to the politics of grand statements - we should recognise what is in its immediate regional remit and interests (Ukraine) and what is not (Venezuela).
