They only arrested the Mayor, but the bald guy was trying to get handcuffs on the Congresswoman in red! He didn't succeed.
Minutes before a squad of ICE agents arrested Mayor Ras Baraka, he said:

“I’m not on their property. They can’t come out on the street and arrest me."

As agents aggressively pushed through the crowd, it became clear—these are now fascist streets run by a fascist regime.
